Photo: IrinaK\/AdobeStock<\/p><\/div>\n<p style=\"text-align: center;\"><em><strong>by Mark Richardson<\/strong><\/em><\/p>\n<p align=\"left\"><strong>HOUSTON \u2013<\/strong>\u00a0The State of Texas, still reeling from damage from Hurricane Harvey and other recent storms, has taken a major step toward improving its flood preparedness.<\/p>\n<p>Two years ago, the Category Four storm left 89 people dead and caused some $125 billion in damage along the Texas coast. In its first opportunity to deal with the unprecedented disaster, the Texas Legislature approved, and Gov. Greg Abbott signed, a package of bills this year to improve the state\u2019s readiness for disaster events.<\/p>\n<p>State Rep. Dade Phelan, R-Beaumont, who sponsored several bills to update and modernize the state\u2019s planning process, says an overhaul was overdue.<\/p>\n<p>\u201cI was seeing some of my local governments doing it the way we\u2019ve always done it \u2013 each drainage district doing their own thing, each city was doing their own thing \u2013 and that just wasn\u2019t going to work,\u201d says Phelan. \u201cWe need to approach flooding from a regional standpoint, a holistic standpoint. Water does not respect political boundaries.\u201d<\/p>\n<p>Lawmakers approved one bill (<a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/billtext\/pdf\/SB00007F.pdf#navpanes=0\" target=\"parent\">Senate Bill 7<\/a>) to tap the state\u2019s Rainy-Day Fund \u2013 essentially its savings account \u2013 for $800 million to finance flood mitigation projects. Another measure (<a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/billtext\/pdf\/SB00008F.pdf#navpanes=0\" target=\"parent\">SB 8<\/a>) requires the state\u2019s first flood plan developed using regional watersheds. A third bill (<a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/billtext\/pdf\/SB00339F.pdf#navpanes=0\" target=\"parent\">SB 339<\/a>) strengthens disclosure requirements to better inform potential buyers of a property\u2019s flood history.<\/p>\n<p>The new plan will require pre-disaster mitigation projects, such as elevating homes that have flooded repeatedly and removing vulnerable structures from flood plains. It will also ensure that funding is available to restore natural areas that absorb floodwaters, like wetlands, salt marshes and streams.<\/p>\n<p>Laura Lightbody, director of the\u00a0<a href=\"https:\/\/www.pewtrusts.org\/en\/projects\/flood-prepared-communities\" target=\"parent\">Flood-Prepared Communities project at The Pew Charitable Trusts<\/a>, says these types of programs should pay major dividends for the state over time.<\/p>\n<p>\u201cThese required watershed-level plans are really important,\u201d says Lightbody. \u201cHow do we take a big picture look at our community, and our development and our footprint, to understand how to avoid these future losses next time we see a big flood event?\u201d<\/p>\n<p>Lightbody says research shows that governments generally save $6 in future losses for every dollar spent on pre-disaster mitigation.<\/p>\n<p><i>Support for this reporting was provided by The Pew Charitable Trusts.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>by Mark Richardson HOUSTON \u2013\u00a0The State of Texas, still reeling from damage from Hurricane Harvey and other recent storms, has taken a major step toward improving its flood preparedness.
