Former Los Fresnos Mayor Polo Narvaez took over the Place 1 seat vacated by Yolanda Cruz.<\/p>\n\n\n\n

Narvaez defeated Gordon Cappon in the Nov. 3 election.<\/p>\n\n\n\n

The former mayor could not seek a fourth term because the city chapter prevents any member of Los Fresnos City Council to seek the same seat after three consecutive terms.<\/p>\n\n\n\n

He took Yolanda Cruz\u2019s seat, who served on the council for more than 17 years.<\/p>\n\n\n\n

Cruz was a city councilwoman before the changes in the city chapter took place about 10 years ago.<\/p>\n\n\n\n

Speaking before a small crowd that attended the special meeting, she thanked all the people who supported her all those years and felt she accomplished her job as city councilwoman.<\/p>\n\n\n\n

Cruz received a key to the city and a clock for her public service from City Manager Mark Milum who told her the community was fortunate to have her as one of their representatives.<\/p>\n\n\n\n

\u201cOn behalf of myself I want to thank you,\u201d he said. \u201cYou have been very professional and very respectful.\u201d<\/p>\n\n\n\n

After the presentation, Milum then welcomed Narvaez, saying he is leaving as mayor but is staying on the council.<\/p>\n\n\n\n

Narvaez served three terms as head of the administrative body and served two terms as councilman prior to that.<\/p>\n\n\n\n

City Secretary Jacqueline Moya administered the oath of office.
Narvaez said Los Fresnos has come a long way.<\/p>\n\n\n\n

He said he appreciated the help he has received from Milum because when he came on board he did not know much about city government.<\/p>\n\n\n\n

\u201cLos Fresnos has come through difficult times,\u201d he said. \u201cThe city was on the verge of bankruptcy but I can honestly say we are now on a solid foundation.\u201d<\/p>\n\n\n\n

He said people from all over the Rio Grande Valley are watching this city, particularly because of all the progress going on here.<\/p>\n","protected":false},"excerpt":{"rendered":"
