Photo: Roy Niswanger\/Flickr<\/p><\/div>\n<p style=\"text-align: center;\"><strong><em>by Eric Galatas<\/em><\/strong><\/p>\n<p align=\"left\"><strong>AUSTIN, Texas \u2013<\/strong>\u00a0In a rare display of bipartisanship, the U.S. Senate last week passed a measure by a vote of 92-8 to reauthorize the Land and Water Conservation Fund permanently. Now, all eyes are on members of the House, who could vote on a\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/47\" target=\"parent\">public-lands package<\/a>\u00a0as early as next week.<\/p>\n<p>Tracy Stone-Manning, vice president for public lands at the\u00a0<a href=\"https:\/\/www.nwf.org\/\" target=\"parent\">National Wildlife Federation<\/a>, said more than 75 percent of Americans support the program, which uses fees from offshore oil and gas drilling to protect public lands.<\/p>\n<p>\u201cThis one issue \u2013 the ability to bring people together around public lands, around protection of our wildlife \u2013 has punched through as something that is so uniquely and beautifully American that it has brought the Senate together,\u201d she said, \u201cand we\u2019re hoping it does the House as well.\u201d<\/p>\n<p>For nearly 50 years,\u00a0<a href=\"https:\/\/static1.squarespace.com\/static\/58a60299ff7c508c3c05f2e1\/t\/5ba00ae5f950b7fb081ca6fb\/1537215206103\/TX+spotlight+final.pdf\" target=\"parent\">the program<\/a>\u00a0has helped create ballfields, swimming pools and playgrounds in Texas, and helped protect Lower Rio Grande National Wildlife Refuge and McKinney Falls State Park.<\/p>\n<p>Critics of the program have pointed to a shift away from state grants and an emphasis on federal land acquisition, which they see as lost opportunities for extraction industries. Congress allowed the fund to expire in 2018.<\/p>\n<p>Garett Reppenhagen, Rocky Mountain regional director for the\u00a0<a href=\"https:\/\/www.vetvoicefoundation.org\/\" target=\"parent\">Vet Voice Foundation<\/a>, said most land acquisitions are used to create access points to lands owned by all Americans. Reppenhagen, who served in Kosovo and Iraq, said camping, hiking and fishing on public lands have helped him readjust to civilian life.<\/p>\n<p>\u201cMilitary veterans use the outdoors to heal from our military trauma, from our experiences on the battlefield,\u201d he said. \u201cIt helps with our post-traumatic stress disorder, and we use the outdoors to bond with our family and friends when we come home from long deployments.\u201d<\/p>\n<p>Stone-Manning said the program also boosts local economies, especially in rural areas. Texas\u2019 $52 billion outdoor -recreation industry supports more than 400,000 jobs and contributes more than $3.5 billion annually to state and local tax coffers.<\/p>\n<p>\u201cOur population is growing; need for open space and need for parks is growing with it,\u201d she said. \u201cSo we desperately need this program to continue, so that our kids and our grandkids have the exact same access to parks and wildlife habitat that we have.\u201d<\/p>\n<p>If the bill clears the House and makes it to the president\u2019s desk, she said, it would be the biggest public-lands package in a decade.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>by Eric Galatas AUSTIN, Texas \u2013\u00a0In a rare display of bipartisanship, the U.S. Senate last week passed a measure by a vote of 92-8 to reauthorize the Land and Water Conservation Fund permanently.
