The Olguin Family welcomed their hero home after a two year (May 2011 — May 2013) deployment to Afghanistan where he served as the Logistics Civil Augmentation Program (LOGCAP)- Theater Operations Officer — Afghanistan and Regional Commands North- East and Capital, Regional Lead Logistics Civil Augmentation Program Support Officer. LTC Olguin had a vast responsibility as the Regional Lead. He successfully oversaw 72 LOGCAP locations with 13 LOGCAP Support Officers, 6 Logistics Management Specialists and up to 26,000 performance contractors. He oversaw a LOGCAP performance contract task order valued at over $2 billion. As the Theater Operations Officer, he directly facilitated multi-faceted, interdepartmental and mission critical functions across the entire country to provide combat service support and base life support services for over 110,000 Warfighters theater-wide across 123 LOGCAP supported sites with two major contractors with over 43,000 performance contractors supporting the force.
He was awarded his second Bronze Star in a combat environment and the Distinguished Order of Saint Martin for his efforts. He used his institutional knowledge, dogged determination, and persistence to shape strategies at both the operational and strategic levels. LTC Olguin helped establish the framework for the accelerated LOGCAP contractor drawdown of 25 percent personnel and 30 percent equipment as directed by Commander of International Security Assistance Force (COMISAF). LTC Olguin worked in collaboration with US Forces Command and countless other organizations to provide world class services as required across the country.
